It amazes me that the Labuan Authorities put up with the litter and filth and then try to promote tourism. The MP seems very quiet about the state of the roadsides too. If you pay for team to cut the grass, get them to clean up too. If you tell me that there is no budget, then fine every litter bug heavily. It will soon stop, or is that too easy? Logic is not an abundant quality in Labuan I fear!
